- <p> When the going gets tough, the tough eat cookies. According
- to the Miami Herald, Inmate No. 38699-079, better known as
- Manuel Noriega, loves Oreos and can buy them for $2.20 a
- package in the commissary of the South Florida correctional
- center where he's awaiting trial on federal drug charges.
- Panama's ex-strongman lives in a "dictator's suite" with such
- amenities as a TV, phone, private shower and exercise bike. His
- country filed suit against him last week for "thievery and
- thuggery," and is asking $6.5 billion in damages. That's an
- awful lot of cookies.
